Don't know what the screen shot is showing: "you do not have permission to access this page."

Also I'd say try re-patching the game, trying to find out how to do it without a complete re-install. It was a lot easier to do in WoW, just delete a couple files and repair.

Edit: Everything I've seen has been Europeans having problems because they are trying to update on US servers, honestly couldn't find any solution for US players.

This might help if you want to try the reverse in case you somehow ended up with an EU version.

Try:

Windows Task Manager->Services Tab-> Services (Bottom Right)->Secondary Logon (Right Click)->Properties->Startup type: Automatic

If you are set to disabled you will have issues, some people it works on manual, others must set it to Automatic. If it is already set to Automatic then this isn't the fix for you!

Already set on Auto. :(

I'm going to just re-install. It seems it sent the update to me early and probably is corrupted. If you look 1122 MDT is the time it shows. Which is before or in the process of getting the servers online.

Before every one flips out, Blizzard pulled their wonderful and far too common "Extended Maintenance" to try and fix a few bugs, and the usual non-sense. The servers were down for the majority of yesterday and last night, when there's a problem it will usually (in the case for Diablo) be written in a (not so little but) little box on the bottom right corner of the log in screen.

Blizzard pulls some stupid... stuff, and yet we play their games anyway, so just relax and enjoy the game before you get to inferno, which is complete BS by the way, so have fun with that.

Also, if there are any wizards I have some old gear someone might be able to use, mostly 40+ stuff.
