In club play it is ok as long as they aren't sharpened (thats why at least in the US u have to show ur cleats to the ref), but in youth and school play they are usually banned. He made absolutely no attempt to get the ball. In fact at Australian state level, which is what i referee at that would probably get you a 3 match ban.
