Its not tied into the chat system or any other plugin we use. Someone can correct me if they know something additional but I've never really seen it have a function at the moment. In vBulletin, friends are typically used in situations where the forum doesn't have a full roster or member index posted. It's a way to keep a list of other users that you interact with on a regular basis and want an easy way to find their name, link to PM, etc. On some vB based forums you can restrict PM usage to friends only and a few other forum functions.
